Prop I established a Dignity Fund with a baseline of $38 million for the 2016/2017 fiscal year for services for seniors and adults with disabilities.

It also provided for an annual allocation by the legislation to increase funding by $6 million in the first year (FY 2017/2018) and $3 million additionally each year for the next 9 years.

For the following 10 years, the additional annual amount would be determined by changes in City revenues. In addition, the Board and the Mayor on their own or as a result of advocacy, can further increase the fund.

Who administers the Fund?

The SF Department of Disability and Aging Services (DAS) administers the Dignity Fund. DAS receives the City funding and develops Requests for Proposals (RFPs) in order to seek programs and services in specific categories to better serve seniors and adults with disabilities. 

The recommendations are based on periodic needs assessment and requests for proposals are published so that nonprofit service providers can respond with proposals for funding.

What services does the Fund provide?

  • Home and community-based care:

    • Homemaker services and home health aides

    • Adult day health services and respite care

    • Prevention and wellness services

  • Food and nutrition programs

  • Consumer and caregiver education

  • Empowerment and support

  • Community and service centers

  • Self-advocacy and legal services

  • Health and wellness promotion

  • Outreach and planning

  • Housing support services:

    • Eviction protection

    • Housing preservation and accessibility modifications

    • Elevator repairs in SROs

    • Temporary housing for homeless seniors
